Since 7 July 2026, every new passenger car and van manufactured for sale in the European Union must include a cabin-facing camera that watches whether the driver is paying attention. That is not a future proposal. It is already in force, and it applies to every new vehicle rolling off production lines right now.

What Actually Changed on 7 July 2026
The changes come from the second phase of the EU General Safety Regulation, often referred to as GSR2. The first phase, which applied from 2022, introduced a set of driver assistance systems as mandatory baseline equipment: intelligent speed assistance, emergency lane keeping, driver drowsiness warnings, and reversing cameras, among others.

The European Commission describes the goals plainly: safer cars, safer roads, and protection for the pedestrians and cyclists who are most vulnerable in collisions with vehicles.
The Camera in the Cabin
Of all the new requirements, the driver distraction warning system has attracted the most attention, and probably the most unease.
The way it works is relatively straightforward. A small camera, typically mounted on the steering column or dashboard, monitors the driver's head position and eye gaze direction. If the system determines that the driver's attention has been away from the road for longer than a safe threshold, it delivers a warning, usually a sound, a haptic alert through the seat or steering wheel, or a visual prompt on the dashboard display.
The system is not recording a video of your face. It is running a real-time analysis of where you appear to be looking, and it does not store or transmit that analysis. The purpose is a prompt to refocus, not surveillance.
That said, the new EU car regulations have still sparked debate among privacy advocates. The principle of a camera inside the vehicle cabin, even one processing data locally rather than sending it anywhere, is a meaningful step beyond what drivers have been used to. The discomfort is understandable even where the technical reality is more limited than the concerns suggest.
Why Driver Distraction, and Why Now
Distraction is consistently one of the leading causes of road accidents across Europe. Glancing at a phone, adjusting a navigation system, reaching for something on a back seat, or simply letting attention drift during a long motorway journey: these behaviours contribute to a substantial proportion of collisions every year.
Existing technologies address some of these risks in indirect ways. Lane keeping systems can catch a vehicle drifting. Emergency braking can respond to an obstacle the driver failed to notice. But none of them address the root cause, which is that the driver's attention was somewhere other than the road.
The GSR2 distraction warning requirement goes to that root cause directly. By monitoring whether the driver is actually looking at the road ahead, rather than just monitoring the vehicle's behaviour, the system can intervene earlier, before the vehicle has already begun to drift or approach a hazard.
The European Commission's own research suggests that if these new EU car safety rules had been mandatory on all vehicles across the EU from the early 2010s, thousands of deaths and tens of thousands of serious injuries would have been avoided. That is the scale of the problem the regulation is designed to address.
Part of a Longer Journey: Vision Zero
The GSR2 requirements do not exist in isolation. They form part of the EU's Vision Zero strategy, a long-term commitment to reducing road deaths and serious injuries to as close to zero as possible by 2050.
European roads are already among the safest in the world. Even so, more than 20,000 people died on EU roads in 2023, and the rate of improvement has stalled in recent years. The European Commission's view is that expanding mandatory safety technology across the entire new vehicle fleet, rather than leaving it as optional premium equipment, is the most effective lever available to accelerate progress.
As the Commission noted when the updated EU car rules came into force: manufacturers were given more time to develop the more technically demanding features in the second phase, which is why the legislation was rolled out in multiple phases rather than all at once.
Modern Cars Are Becoming Computing Platforms
There is a broader pattern here that goes beyond road safety, and it is worth naming directly.
Every new requirement under the EU car regulations adds another camera, sensor, or processing system to vehicles that already contain dozens of them. The hardware required to monitor a driver's gaze is the same class of hardware that underpins advanced driver assistance systems. The processing power required to run distraction warning software in real time is the same processing power that more sophisticated driving automation requires.
None of this makes a 2026 car a self-driving car. The driver remains fully in control and fully responsible. But with each new mandatory safety requirement, the average new vehicle comes closer to having the hardware foundation that increasingly automated driving will eventually rely on.
Cars are quietly becoming sophisticated computing platforms that continuously observe their environment and their driver. The new EU car rules are a significant step in that direction, and they will not be the last.
What This Means for Businesses Running Vehicles
For companies operating fleets, whether that is a handful of company cars or a larger commercial operation, the practical implications of the new EU car rules are worth thinking through now rather than when the next vehicle purchase comes around.
On the positive side, vehicles with mandatory distraction warning systems, advanced pedestrian detection, and improved emergency braking should mean fewer accidents involving distracted driving, lower repair and insurance costs over time, and reduced vehicle downtime. The safety case is genuine.
The more complex question is what all of this means for fleet policies and data governance. If a vehicle's onboard systems are monitoring driver behaviour, even in a limited way, that is something fleet managers and HR teams may want to address in driver agreements and company vehicle policies. The data stays in the car under the current rules, but the principle of in-cabin monitoring is new for most drivers, and managing expectations clearly is worth doing proactively.
The wider shift also has procurement implications. The conversation about company vehicles is becoming less about whether to include advanced safety technology and more about understanding which additional software-driven capabilities are bundled, which require ongoing subscriptions, and how increasingly intelligent vehicles fit within broader policies on data, privacy, and driver training.
